It doesn't really anymore. You get a sprint ability at level 1. Also they took out the stupid anima thing to teleport around the aetherites and now just costs gil but unlimited usage. It's kind of like waypoints in GW2 now. Except the only difference is you have to be at an aetherite to teleport to a different one.
Yeah GCD is 2.5 for melee classes and 3.5 for mages. But you can use food and gear that gives skill speed/spell speed + that lowers the GCD. I haven't played a mage class yet, but from what they said it's not that noticeable because the GCD starts as soon as you start to cast the spell and most spells take most that time to cast.
