Just copying from the beta site about something that seems like it would be an issue for several, and lots confirming it happened to them on phase 3.

Reminder: Uninstall KB2803821 before P4 start…
If you don't there may be issues with video being cut in half…

FFXIV: ARR is listed there as being affected, and I don't see any workaround other than uninstall, so…

To uninstall (multiple ways)
1. Go to control panel
Go to Windows update
Click on Installed updates at the top
Type in KB2803821 in the top search bar
Then Click uninstall when it finds it

2.Go to control panel
Click on Programs and Features
Click on view installed updates on the left side
Type in KB2803821 in the top search bar
Then Click uninstall when it finds it
