the way GW2 works is ALL gear is only skins so yes the only thing a legendary gives u is a cool looking skin. Will you be able to put it in a vendor with your original item and transfer the stats IDK but nothing is stopping you from taking the same Stat runes or what ever there called and putting them in the legendary.
